Best Practice Kayaking

If, and I suspect it may well be so even if only conjecture, he wasnt wearing a life jacket, then more fool him. Look at the resources mobilised to protect folk from their own stupidity.

What best protects the public is 'what happened' ? the set and setting. What was the weather on the day, the sea conditions, tides, forecast and log of any 'search strategy'. Clearly no kayak was found? Plastic, Glass, Canvas or wooden? With/without flotation? Paddle's? What area would it likely be found in, were the Ferries notified? the Public? Last seen wearing?, and crucially, What clues his mate could have given us? All in a timely manner... is public health promotion. No one dies for nothing and we all benefit. (So it should be with drug policy, 'best practice' rules.)
